THE 2° OMEN REGIONAL ROUND TABLE IN LAZIO IS A SUCCESS
The Second Regional Round Table (RRT) of Project OMEN, held on the July 6th 2006, confirmed the great interest that enterprises, industries, and universities have in supporting and promoting a culture of innovation in Lazio together with Filas.
Following a welcome address by Filas General Manager, Stefano Turi, OMEN Project Director, Michela Michilli, introduced the results obtained at the end of the first year of project operation. The first important results regard indicators for the development of new benchmarking tools and the impact assessment methodology for innovation policy. Valentina Diana, Deputy Project Manager of OMEN, presented an analysis of the questionnaires collected during the first RRT.
Building on the analysis of the questionnaires, Paolo Roberti and Andrea de Panizza, the ISTAT specialists that participate in the project as scientific consultants, presented various different approaches and assessment options for the policy impact analysis and benchmarking methodologies for regional innovation.
The two scientific presentations gave rise to an interesting debate that involved all the participants. Moreover, important suggestions for the consolidation of the methodologies were collected and will be reviewed during the preparation of the final documents on the methodologies that will be presented at the OMEN International workshop that will be held in Seville, Spain on September 22, 2006.
The meeting was wrapped up by Carlo Donzella, Project Manager of OMEN, who reviewed the increasing importance that innovation and particularly the role of benchmarking and policy impact assessment have on regional innovation. Indeed, this is the direction indicated and upheld by the European Commission and which was recently emphasized at the "Regions for economic change - Innovating through EU Regional Policy" Conference held in Brussels on June 12-13, 2006.
During the meeting, Francoise Le Bail, Vice-Director of DG-Regio, presented an important communication on the Regional Innovation Scoreboard and the fundamental role of regional benchmarking for European Innovation. Ms. Le Bail also insisted on the importance of the group of projects in the "Innovation" programme, including Project OMEN.
All the presentation of the Second RRT are available in the download area.
2 ° REGIONAL ROUND TABLE
The Second Regional Round Table of Project OMEN in Lazio was held on July 6th 2006. Representatives from regional enterprises, industry and university participated in the debate organized with delegates from the regional institutions and ISTAT researchers, providing observations and feedback on the conclusions reached by the project after one year.
The main objective of the Second Regional Round Table is to present, to the regional stakeholders, the first version of the regional innovation benchmarking methodology and impact assessment that has been developed by ISTAT researchers on the basis of the needs expressed by the innovation stakeholders of the six European regions participating in OMEN.
Once the examination of the methodology is completed, the project will turn to the elaboration and implementation of policy benchmarking and the analysis of the needs of regional innovation stakeholders, the comparative analysis of regional situations, the identification of successful policies and the compilation of the White Book, which - at the end of the project - will gather all the useful recommendations for regional policy makers.
The First Regional Round Table was held on November 4, 2005 and concentrated on the presentation and discussion of various methods for innovation benchmarking and policy impact assessment, as well as the state of the art in terms of tools for evaluating regional innovation performance.
