Regional Innovation Scoreboard – Measuring

The European Innovation Scoreboard is a fundamental
element of the Lisbon Process as it allows the
comparison and identification, amongst member
states, of weak and strong points. This is the
context in which the Commission announced the
development of the Regional Innovation Scoreboard
and its request that member states give rise to
local initiatives to measure regional innovation
performance on the basis of common criteria.

This report presents the impact assessment of
the European Commission proposals to the European
Parliament and the Council on the Seventh Framework
Programme, specific programmes and rules for participation.
The proposal was devised through the regular consultations
held with internal and external stakeholders and
the contribution of impact assessment experts.
The analysis (Annex 1) and bibliographical elements
are available in the various sections so that
the interested reader may refer to the detailed
documentation.
